Michael Skellern, Chief Executive Officer

Mr. Skellern is a global business leader and entrepreneur with more than 40 years of executive management experience leading private and publicly traded international companies as President, CEO, Board Member and Chairman in the aerospace, defense, automotive, consumer, industrial, medical, real estate, security and technology sectors. His experience includes company mergers, acquisitions, divestitures, corporate development, business development and strategic advisory services to multinationals, emerging companies, major retailers, and governments.

Mike has developed, merged, acquired, and operated private and public companies in 14 countries across the Americas, Europe, Middle East and Asia Pacific, including organizations with more than 3,000 people. He has developed an extensive worldwide network of trusted senior industry and government leaders.

Mike founded Pacific International Marketing, Inc., a business development and marketing firm, after a successful management career as a Regional and Division Manager with the Dr. Scholl Group, a diversified Fortune 500 multinational with medical, pharmaceutical, automotive, building, industrial and consumer products manufacturing companies. Dr. Scholl Group companies subsequently became Pacific International clients.

In 1990 Mike founded Pacific International, Inc., a global solutions and resources company that provides commercial and government organizations with effective solutions to complex challenges.

Pacific International’s Commercial Division developed proprietary and client companies that created new products, programs, manufacturing operations and international markets for emerging growth companies and major multinational companies. The Company’s clients included leading multinationals such as American Standard, BMW, Borden, Bosch, Dr. Scholl, General Electric, Ingersoll-Rand, Home Depot, and Siam Cement Group. 

Pacific International’s Commercial Division developed proprietary and client companies that created new products, programs, manufacturing operations and international markets for major multinational companies such as American Standard, BMW, Borden, Bosch, General Electric, Ingersoll-Rand, Home Depot, and Siam Cement Group.

Pacific’s Government Division developed multiple defense and security companies that provided strategic and tactical products, services, systems and solutions to address complex security issues for U.S. and allied foreign governments, militaries and law enforcement agencies.  Government clients included U.S. Departments of State, Defense, Justice, and Other Government Agencies, as well as allied governments’ Defence Ministries and Security agencies.

Mike led several mergers, acquisitions and development of government contracts encompassing program management, tactical and diplomatic security, critical infrastructure protection, integrated and interoperable intelligence, surveillance and response systems from Company operations in the United States, Canada, United Kingdom, Switzerland, United Arab Emirates, Afghanistan, Pakistan, and Singapore.

Mike currently serves on the board of public and private companies in the United States and Canada.  Mike is a U.S. Army veteran with service throughout Asia, Europe and the United States. He is a member of the Association of Former Intelligence Officers, Special Forces Club and Veterans of Foreign Wars.

Chuck Packard, Chief Financial Officer

 

Mr. Packard is a seasoned board member, business executive, entrepreneur, and business strategist with more than 40 years of successful professional corporate development, operations and financial management spanning industries from professional sports, airlines, technology, real estate and financial services.

Mr. Packard served as the Chief Financial Officer and Vice Chairman of the Board for George Argyros and The Argyros Family Interests. His business acumen contributed to the successful due diligence, acquisition, operation and disposition of the Seattle Mariners Baseball Team, AirCal to American Airlines and TicketMaster. He was instrumental in development of California Speedway and its subsequent sale to International Speedway Corporation. In addition, he was responsible for numerous real estate project acquisitions, development and property management of real estate valued in excess of $16 billion. He also served as Principal and CFO of the Argyros Fund - $3.5 billion real estate portfolio.

Chuck developed various Due Diligence Analyses for multiple businesses to determine the proper valuation prior to acquisition; was instrumental in improving the daily operations to increase the valuation for a liquidity event; developed and implemented a disciplined financial approach of Business-Specific Performance Metrics for all operating businesses to maximize annual cash flow and disposition valuation; developed team members to increase management team strength for better operating results; and negotiated Business Joint-Ventures with partners in the Americas, Europe and the Middle East.

Mr. Packard serves as Chairman of the Orange County Employee Pension and Retirement System, a $16.5 billion pension fund.  He also served as a Member of the Board of Directors of public and private companies including Kaiser Steel – Kaiser Resources and currently Integrity Housing.

Chuck is a U.S. Air Force Veteran.

Rear Admiral Stephen I. Johnson (US Navy retired)
Managing Director, Defense Programs


Steve Johnson is a business advisor, executive coach and facilitator with a passion for making a difference in the business success and personal lives of business leaders.

After graduation from Duke University with a Bachelor of Science degree in Physics, RADM Johnson completed nuclear propulsion and submarine training and embarked on a 30 year Navy career that included service in four submarines (USS Bergall (SSN 667); USS Ethan Allen (SSBN 608) (Blue) as Engineer Officer; USS Tecumseh (SSBN 628) (Gold) as Executive Officer; and USS City of Corpus Christi (SSN 705) as Commanding Officer.

During his tour as Commanding Officer, USS City of Corpus Christi was the most decorated submarine in the Atlantic Submarine Force. Awards included the Navy Unit Commendation, the Meritorious Unit Citation, three consecutive Battle Efficiency “E” awards, Submarine Force nominee for the Atlantic Fleet Battenburg Cup for overall operational excellence, and eleven other departmental awards for excellence in operations, communications, weapons employment, engineering, supply, and medical readiness. Subsequent to Command, RADM Johnson was selected to head Prospective Commanding Officer Training and Fleet Liaison, Naval Reactors (NAVSEA 08).

RADM Johnson transitioned from the Line to the Navy’s Acquisition Corp in 1993, and served as Program Manager, Submarine Electronics Systems Program Office (PMS 401) from 1993-1996, responsible for the acquisition of the Virginia Class Submarine Combat System. In 1996, the Program Office was awarded the first Department of Defense (DoD) David Packard Award for acquisition program excellence. RADM Johnson was selected to Flag Rank in 1995. His first flag tour included simultaneous service as Commander of the Naval Information Management Center (NISMC) and Program Director, Global Information and Network Systems (PD-15) at Space and Naval Warfare Systems Command, San Diego CA. During this period he served as Source Selection Authority for what at that time was the largest Information Technology contract ever awarded by the Federal Government ($3.9B). This acquisition was awarded the DoD Excellence in Contracting Award for 1997. RADM Johnson’s final Navy tour was as Director, Navy Year 2000 Project Office (CNO-N6Y), successfully achieving Year 2000 remediation across the Navy enterprise.

Subsequent to retirement from active service RADM Johnson founded SBS Consulting Inc., a provider of corporate-level consulting services to improve business development and marketing; increase sales; optimize corporate processes and teams; and improve program management. SBS Incorporated also provides training, red/gold team analyses, and continuous business process improvement services.

RADM Johnson has also served as a Managing Director of Source Companies LLC, an investment banking and value growth consulting company providing debt capitalization and growth advisory services to medium-sized, closely held businesses; and as a Technology and Business Advisor to the William J. von Liebig Center for Entrepreneurial and Technology Advancement at the Jacobs School of Engineering, University of California, San Diego. He has served on several corporate boards and on the Board of AFCEA International, the world’s largest military communications industry association.

RADM Johnson is currently a Chair for a Vistage International CEO Group in upstate South Carolina. Vistage is the world’s leading CEO membership organization with over 15,000 members in 15 Countries. Shesh Sharma
Managing Director, Aerospace Operations


Shesh is an experienced operations executive and management consultant with a proven track record of driving organizational transformations in high growth, change intensive, and start-up environments across multiple functional areas.

For the last fifteen years, Shesh has extensively worked in the Aerospace, Pharma/Biotech, Immunotherapy, and Private Equity domains directing multiple international strategies, operations, technology integration, commercial launch initiatives and market expansion.

Shesh has deep expertise in operations strategy, strategic planning, product development, supply chain management, product launch, business process integration, and sell-side due diligence.

Most recently, Shesh worked with Kite Pharma (acquired by Gilead Lifesciences) across multiple functions in support of the launch of Kite’s first immunotherapy drug “Yescarta”, both in the US and Europe markets. “Yescarta”, the first immunotherapy drug to be launched in the US and EU is used to treat patients living with certain type of non-Hodgkin lymphoma.

Shesh currently directs the global supply chain, logistics, and materials management at San Diego based Clinical Development company focused on immunotherapy and gene therapy (for both blood cancers and solid tumors).
Shesh has advised several start-up companies both in the US and India. He is a founding Director/advisor of Ensatus, Bangalore as well as Triamlynx Solutions Pvt. Ltd., a vehicle telematics company based out of Mysore. Shesh has previously worked with top-tier management consulting firms A. T. Kearney and PRTM, Ford Motor Company, and Johnson Controls Inc.

Shesh graduated from the Ross School of Business with an MBA in 2001. He also has a MS in Aerospace Engineering from the University of Florida, and a BS in Mechanical Engineering from the Bangalore University, India.

Captain William A. Lillard (US Navy retired)
Managing Director, Defense Technology Programs

 

Bill Lillard served in a variety of leadership positions at sea and ashore during a successful 30 year career in the United States Navy, with command positions held in two guided missile destroyers and as the Commander of the Navy’s largest telecommunications base in Hawaii.  He retired as a Navy Captain in 1998 and maintains his Department of Defense and Department of Homeland Security Top Secret Clearance.

He has spent over 14 years with both large and small business in areas of business development, sales, product development and large and small business management programs. 

Captain Lillard has proven experience in both the federal and the commercial business sector with extensive expertise in leading and managing operational organizations, DOD telecommunications systems programs and computer center operations at the Defense Information Systems Agency (DISA).  He has directed successful information security, network management and maintenance initiatives within the largest DoD networks (NMCI and DISN) as both a Naval Officer and as an industry representative.  As VP for Galaxy Scientific Corporation, he was responsible for the capture of new technologies for integration into the core IT and communications  business areas, where he developed and directed the architecture, planning and coordination of subcontractors for wireless Duress Alert systems for Universities, Hospitals and DoD facilities.  As VP for the company’s airport lighting subsidiary, he was responsible for the development of the company’s very successful Alaska airport lighting initiative for remote runway lighting solutions as well the successful contract development, production, certification and delivery of 72 landing systems for remote villages in Alaska. 

After Galaxy was acquired by SRA International, he assumed the responsibility as the Small Business Manager and Mentor Protégé Manager, developing seven successful separate Government Agency sponsored Mentor Protégé programs within the company.  In addition, He was selected as the company’s Department of Homeland Security Eagle contract Teaming Manager and Encore II Small Business teaming manager, both of which were successful bids.  He has subsequently worked for several small companies as VP for product development and business development prior to establishing his own Service Disabled Veteran Owned Small Business (SDVOSB (CV).  He holds a BA in Economics from North Carolina Methodist University and a Master of Science in Information Systems from the Naval Postgraduate School in Monterey California.

Captain Dennis M. Cole, MA (retired)
Managing Director, Law Enforcement Programs


Captain Cole has extensive experience in the domestic and international law enforcement field in special operations, education and training.  He has served with Pacific International in various executive management capacities, including the development of Universal Guardian, a publicly traded security products, tactical services and risk mitigation company, and Shield Defense, a non-lethal weapons company.

Prior to joining Pacific International in 2001, he served in several leadership roles in his 31 year law enforcement career. His law enforcement assignments include, San Diego County fireboat captain, contracted Chief of Police for the City of Vista, California, Director of the San Diego Regional Public Safety Training Institute at Miramar College, Commander of the Sheriff’s Special Enforcement Detail. He spent 17 years in special weapons and tactics (SWAT), where he developed many the techniques used today. 

Captain Cole is a recognized leader, lecturer and associate professor in law enforcement instruction from the departmental level, special operations training, and college level. He is also recognized subject matter expert in public safety, chemical agents, law enforcement special operations, and crisis management. He has worked with several government agencies to develop special tactics for crisis resolution including the Central Intelligence Agency, U.S. Navy, U.S. Marine Corps, Transportation Safeguards Division of the Department of Energy, Secret Service, Federal Bureau of Investigations, Bureau of Alcohol Tobacco and Firearms, National Institute of Justice, and many others.

Mr. Cole served in the United States Army from 1966-1970 in the United States and Southeast Asia.

He is a graduate of the Federal Bureau of Investigation’s National Academy Class 186. Captain Cole has been granted two U.S. Patents for non-lethal personal protection devices. 

Mr. Cole served on the Board of Directors of Association of Unmanned Vehicle Systems International and The Association of Special Enforcement, a fraternal organization of special operations personnel. He is a member of the International Tactical Officers Association and Veterans of Foreign Wars.

Philip E. Cook, MSyI
Managing Director, Security and Crisis Management Operations


Mr. Cook, a retired Canadian Army Major and an integral member of the senior management team with 32 years of multi-disciplined senior management experience. His expertise is Risk and Threat Management.

Mr. Cook's grassroots experience is in programme, business and organizational management for domestic and international government, non-government, and commercial interests. Mr. Cook's diverse global experience includes the Americas, United Kingdom and Europe, Eastern Europe, Africa and Middle East, the Near East, South East Asia, South Central Asia and the Far East.

Equally, as a hands on in-the-field Operator, Senior Consultant and Adviser in Project and Business Management, and Risk and Threat Management, his skill set includes that of Aviation Base Support to Voyageur Airways in Chad, Director of Operations for the Strategic Security Institute in Europe, Universal Guardian’s Vice President of International Operations for Europe, Middle East and Africa,  Director Security Operations for the Scotland based Secure Risk Limited, and Director Security Operations for the United States subsidiary Strategic Security Solutions International risk and threat protection in Afghanistan to developing international commercial interests and governmental interests of USAID, US DoD, US DoS, Canadian Embassy, and the United Nations in Afghanistan.

Mr. Cook facilitated international peace and humanitarian efforts with the New York based International Rescue Committee, and the European Commissions’ Humanitarian Aid Office (ECHO) introducing the first Afghanistan Non Governmental Security Offices (ANSO) into five regions of Afghanistan in 2003, and with the United Nations Development Program establishing operational security and risk management advice to the Disarmament and Rehabilitation Programme of the Afghanistan New Development Program (ANDP) for disarming Afghan combatants in 2004.

Retired from the military, Mr. Cook previously established Intelligence and Information Collection protocols as the Deputy Director Intelligence in Sierra Leone United Nations deployments into that country.  He was Director of the Combined Operations Center for Support Command NATO Security Forces in Croatia and Bosnia-Herzegovina and a Senior Staff Officer Joint Military and Civilian Operations in Cambodia.  

Mr. Cook oversees Pacific International regional crisis management operations. 

He was Board Awarded Member (MSyI) of the Security Institute of the United Kingdom in 2006, a member of the American Society for Industrial Security (ASIS International), the United States National Fire Protection Association (NFPA), and is registered with the Canadian Resource Bank for Democracy and Human Rights.  He is a graduate of the Canadian Land Forces Command and Staff College and alumni of the Lester B. Pearson Peacekeeping Centre.
